The Federal Public Service Commission (FPSC) announces the MCQ Based Preliminary Test (MPT) for the CSS Competitive Examination-2024. Candidates are required to apply online well before 12 September 2023. HERE

The MCQ Based Preliminary Test (MPT) is scheduled to be held on 19th November 2023 (Sunday). Qualification in the MPT is mandatory for participation in the main written CSS Competitive Examination-2024. The examination aims to recruit individuals for posts in BS-17 within twelve Occupational Groups/Services of the Federal Government which includes the following groups;

  1. Pakistan Administrative Service
  2. Police Service of Pakistan
  3. Foreign Service of Pakistan
  4. Pakistan Customs Service
  5. Pakistan Audit and Accounts Service
  6. Inland Revenue Service
  7. Military Lands and Cantonments Group
  8. Railways (Commercial and Transportation) Group
  9. Commerce and Trade Group
  10. Information Group
  11. Office Management Group
  12. Postal Group

3. Test Centers for CSS MPT 2024

The MPT will be conducted in various centres across Pakistan, subject to the availability of sufficient candidates. The centres include:

4. Eligibility Criteria for CSS 2024

Male and female candidates, including special persons, with at least a 2nd Division Bachelor’s degree and aged between 21 to 30 years are eligible to apply. The upper age limit can be relaxed by two years for specific categories mentioned in Rule 6 of the CSS Competitive Examination Rules-2019 and onwards, subject to the fulfilment of documentary requirements. Eligibility will be determined based on the candidate’s status as of 31st December 2023.

Eligibility Criteria for the CSS Exam

To be eligible for the CSS exam:

  • You must have at least 14 years of qualification / simple graduation (at least 2nd Division Bachelor’s degree) in any field.
  • Your age must be within the specified limit as given above.

Final_Approved_Rules_CE-2019_and_onwards

Age-limits.– (1) No candidate shall be eligible for admission to the competitive examination unless he is neither below the age of twenty-one years nor above the age of thirty years on the cut-off

Explanation.– A candidate born on or before the 31st day of December 1988 and on or after the 2nd day of January 1998 shall not be eligible for the competitive examination of the year 2019.

  • Two years relaxation in the upper age limit of a candidate shall be admissible in respect of the following categories, namely:
    • the candidates belonging to the scheduled caste and Buddhist community subject to the production of a certificate, in support of their claim, as set out in the application form prescribed by the Commission from time to time and issued by the Deputy Commissioner, District Magistrate or such other person by whatever name called and authorized in this behalf;
    • the candidates belonging to the recognized Tribes who are permanent residents of the areas mentioned-below and whose families have been living in these areas, subject to the production of a certificate, in support of their claim, as set out in the application form prescribed by the Commission from time to time and issued by Deputy Commissioner, District Magistrate or such other person by whatever name called and authorized in this behalf:–
      • Baluchistan;
      • Tribal Areas of D.I.Khan and Peshawar Divisions (including former Frontier States of Dir, Swat, Chitral and Amb);
      • former excluded (Baloch) area forming part of the Dera Ghazi Khan and Rajanpur Districts;
      • former Tribal Areas of the Mardan and Hazara Divisions; and
      • Upper Tanawal Area of Hazara Division;
    • the candidates who are permanent residents of Azad Kashmir Territory, subject to production of a certificate in support of their claim, as set out in the application form prescribed by the Commission from time to time and issued by the Division to which business of Azad Jammu and Kashmir stands allocated;
    • the candidates who are permanent residents of Gilgit-Baltistan including Gilgit, Diamir, Baltistan, Ghizer and Guanche, subject to production of a certificate in support of their claim, as set out in the application form prescribed by the Commission from time to time and issued by the Deputy Commissioner, District Magistrate or such other person by whatever name called and authorized in this behalf;
    • the special candidates, namely, physically impaired, hearing or speech impaired and visually impaired, subject to production of certificate of disability in support of their claim issued by an officer of the Federal Government or, as the case may be, Provincial Government duly authorized in this behalf;
    • in-service Government servants, armed forces personnel, contract employees, including the Government servants of Azad Jammu and Kashmir, who possess a minimum of two years continuous Government service as on the cut-off date subject to production of departmental permission certificate from the competent authority as set out by the Commission from time to time. Employees of nationalized banks, State Bank of Pakistan, Water and Power Development Authority, regulatory authorities, autonomous bodies and other semi-autonomous bodies are not entitled to the age-relaxation under these rules:

Provided that period of extraordinary leave (EOL) shall not be considered as a period spent on duty under Fundamental Rule-9(6) for grant of age-relaxation under these rules.

  • The relaxation in upper age limits prescribed in these rules shall be permitted upto the maximum period of an individual concession and not by the total period of the concessions taken together, if admissible in any
  • Except as provided in these rules, a candidate shall not be entitled to further relaxation in age-limit under any other rule for the time being in force or on any other.

 

5. Application Process

All aspirants must submit their applications online for the Preliminary MCQ Test from 28th August to 12th September 2023. HERE

  1. Deposit the exam fee in the nearest Govt. Treasury / State Bank of Pakistan / National Bank of Pakistan under the account head “CO2102-Organs of State Exam Fee (FPSC Receipt).
  2. First Go to Fpsc.gov.pk
  3. In the notification section, you may see of “Competitive Examination (CSS) 2023 – MCQ Based Preliminary Test (MPT)”

  4. After that, Check for “To Apply Online for MPT” Click here
  5. Sign up THERE, but make sure, you enter all the details correctly, later on these won’t change
  6. Create your profile as given Step by Step in the video below
  7. After creating your profile. Click on the “Apply for CSS
  8. Enter all your Banking Payment Details and Click on Submit.

9. Instructions for Candidates

Candidates are advised to adhere to the following instructions:

  1. Ensure careful completion of the online application form and review it before final submission.
  2. Submit the examination fee of Rs. 250/- before the closing date in the nearest Government Treasury, State Bank of Pakistan, or National Bank of Pakistan. The fee should be deposited under the account head “C02101- Organs of State Exam fee (FPSC Receipt).” Candidates must bring the original Challan form to the Exam Center during the test.
  3. Download the computer-generated Admission Certificates from the FPSC website (www.fpsc.gov.pk). No intimation will be sent through post or other means.
  4. Once an examination centre is selected, it cannot be changed.
  5. Provide accurate CNIC Number and Date of Birth in the online form. Incorrect entries may lead to rejection.
  6. Strictly adhere to the CSS CE Rules 2019, as amended from time to time. Acceptance of these rules is a prerequisite for candidates.
  7. Ensure the provision of correct and complete information in the application form.
  8. FPSC maintains a zero-tolerance policy against cheating or unfair means. Candidates must be fully aware of the consequences.

Download Rules for Competitive Examination (CSS) MCQ Based Preliminary Test (MPT)


S.R.O. No. 1516(I)/2021.– In exercise of the powers conferred by sections 7A and 10 of the Federal Public Service Commission Ordinance, 1977 (XLV of 1977), the Chairman of the Federal Public Service Commission, with the approval of the Federal Government, is pleased to direct that the following amendments shall be made in the CSS-Competitive Examination Rules, 2019, namely:-

In the aforesaid Rules,-

  • in rule 2,–
  • in clause (f), the word “and”, at the end, shall be omitted; and
  • in clause (g), after the semi colon at the end, the word “and” shall be added and thereafter the following new clause shall be added, namely:–

“(h) “Preliminary Test” means the “multiple choice questions (MCQ) based Preliminary Test (MPT)” designed to be held for the purpose of short listing candidates for the written examination under these rules;”;

  • in rule3,–
  • in sub-rule (2), for clauses (a), (b), (c) and (d), the following shall be substituted, namely:-

“(a)      Preliminary Test;

  • written examination;
  • medical examination;
  • psychological assessment; and
  • viva voce.”;

 

  • in sub-rule (3), for the words “Written examination”, the words “Preliminary Test and written examination” shall be substituted; and
  • in sub-rule (4), for the words “Written examination”, the words “Preliminary Test” and written examination” shall be substituted;
  • in rule-4, for the words “Written examination’s”, the words “Preliminary Test and written examination” shall be substituted;
  • after rule 10, the following new rule shall be inserted, namely:-

 

10A. Preliminary test (MPT).- (1) Preliminary Test shall be held to shortlist candidates for written examination.

 

  • Preliminary Test shall be of two hundred minutes duration, comprising one paper based on MCQs of two hundred marks, on the topics mentioned in Appendix-III and syllabus as set out in Annexure-C.
  • Preliminary Test shall be conducted annually before written examination on the date as the Commission may decide.
  • Validity of Preliminary Test shall only be for the same year of competitive
  • Qualifying threshold of the Preliminary Test shall be 33% marks.
  • Subject to rule 6, there shall be no limit on number of attempts to appear in the Preliminary Test.
  • Candidate seeking admission to the Preliminary Test must apply online for registration upto closing date announced by the Commission. The application received manually or after the closing date shall not be

  • Candidates appearing in Preliminary Test must be otherwise eligible to appear in the competitive examination of the relevant year, otherwise their candidature shall be liable to rejection, irrespective of the fact that they appeared in the Preliminary Test or even passed the
  • Any wrong or misstatement given in the online application for Preliminary Test by the candidate may lead to rejection of

  • in rule 11,-
  • in the marginal heading, after the word “the”, the word “written” shall be inserted;
  • in sub-rule (1), after the word “the”, occurring for the first time, the word “written” shall be inserted;
  • after sub-rule (1), amended as aforesaid, the following new sub-rule shall be inserted, namely:-

 

“(1A) Only the candidates whose successfully qualified the Preliminary Test shall be eligible to appear in written examination for the same year.”;

 

  • in sub-rule (12), after the word “the”, occurring for the first time, the word “written” shall be inserted; and
  • in sub-rule (16), after the word “the”, occurring for the first time, the word “written” shall be inserted;
  • in Appendix-II, in clause (A), sub-clause (i) shall be re-numbered as sub-clause (ia) of that clause and before sub-clause (ia), re-numbered as aforesaid, the following new sub-clause (i) shall be inserted, namely:-

 

“(i)      Rupees 250 for Preliminary Test.”;

  • after Appendix-II, amended as aforesaid, the following new Appendix shall be inserted, namely:–

MCQ BASED PRELIMINARY TEST

  1. Preliminary Test shall be based on Multiple Choice Questions (MCQs) of 200 marks with subject wise distribution as following:-

The syllabi for the subjects included in the Preliminary Test are as per existing CSS CE Syllabus of Compulsory subjects (vide Annexure-B). The subjects of Civics & Ethics and Urdu have the following syllabi:

Definition, Nature & Significance. State & its elements. Organs of State. Fundamental Human Rights. Rights & Obligations of Non-Muslims under the Constitution of Pakistan- 1973. UN aim & Objectives, main Organs and Agencies.

 

  • ETHICS

Human Values: Role of family, society & educational institutions towards inculcating universal moral values.

Integrity, impartiality & non-partisanship, objectivity, dedication to public service, empathy, tolerance and compassion towards the weaker-sections. Emotional intelligence-concepts and application in administration/ governance.
